Adult Residential Program NCTLS operates adult residential programs for individuals diagnosed with a severe and persistent mental illness. The purpose of the residential program is to provide rehabilitative, restorative, and supportive services that assist individuals with goals of integration into the community and living in the least restrictive environment of their choice. Two levels of programs are available: Community Residence Program which provides 24 hour staff supervision and an Apartment Program which provides care on a predetermined basis with staff available 24 hours daily.
Programs are located in Watertown, Gouverneur, and Clayton, NY. The Clayton community Residence specializes in serving individuals over the age of 50.
Adolescent Residential Program The Children and Youth Community Residence serves males between the ages of 12-17 who have a diagnosis of emotional disturbance. This program is located in Watertown, NY and provides staff supervision 24 hours a day. Staff assist the residents with goals that are rehabilitative and restorative that assist the individual with integration into the community.
Home and Community Based Services Waiver This program provides therapeutic in-home services to emotional disturbed children between the ages of 5 to 18 who are at risk of out-of-home placement. The total family is involved and committed to maintaining the child at home. These services are available in Jefferson and St. Lawrence Counties.
Mobile Crisis Services for Jefferson County Mobile Crisis Services is a program that provides crisis intervention and stabilization services. These services are provided to individuals and their families who are feeling overwhelmed and unsure of what to do. The Mobile Crisis Professionals can provide information about area resources, information, and education about issues that cause problems for people. Trained staff are available 24 hours a day, 7 days a week and can respond to anyone living in Jefferson County. This service is available at no cost to residents of Jefferson County through grants funded by the NYS Community Reinvestment Act.

Referrals Referrals are made by treating clinicians including inpatient mental health facilities, outpatient treatment, schools, Department of Social Services and other sources. A referral must be completed with a treating psychiatrist's signature and psychiatric history. Other clinical information will also be requested. |
